Those kids (uncle's grandchildren?) were probably born while Tohru was in prison, and after his parents were dead. They likely do not know he exists, and may not even be aware that there was a murder/suicide in the family. The uncle would probably prefer if they just didn't know he exists, because it would mean he would have to explain all of those things to them. I guess that would make those kids his cousins once removed.

I was reading it as uncle is still pissed that tohru killed his sister/brother. The money is tohru’s share of something and now that uncle has fulfilled his part of it, doesn’t ever want to see neet again. Although now that I typed all that out, I can’t imagine that tohru would legally be a beneficiary to any of his parents assets so is uncle giving tohru a bit of his own share in order to pay tohru to never return? In which case my theory is wrong. drat this comic for making a fool of best bale!
