The best sneak build uses shields because the perk that lets you walk and run at normal speeds while blocking lets you sneak at walking and running speeds while blocking too. Also, obviously, the shield covers your face, protecting your identity while you zoom around.

Not only that, but doing this also knocks back enemies and you can keep doing it even after your stamina is fully drained. So it's possible to continously send everyone flying across the room while still being hidden, like some kind of ghost train.
