Sticking it in the judicial branch doesn't make sense. Maybe congressional pardons could be a thing, but that leads to legislative/executive constitutional concerns. And removing all pardons completely doesn't really make any sense either. It's yet another problem caused by putting a complete loving idiot in charge.
