Eh, as a vocabulary issue I don't like to think of it in that way. Learning academic vocabulary isn't something that just inherently comes with age.

If he wasn't such a horrible person in every other way, I'd say that his use of simple vocabulary has some advantages as far as communicating with people who have little formal education.

the intent could be that the rich can hoard even questionable remedies, while people who need it for other conditions can't afford it anymore

this was intentional

https://en.wikipedia.org/wiki/Meiji_Restoration

not wanting to be colonized like most of the rest of the world, the Emperor embarked on a huge project of industrializing Japan, building a modern military, and breaking the power of the feudal aristocracy to make this all possible. Part of that was adopting Western modes of dress in order to be treated as a coequal Great Power by the other colonial empires.

They never really got treated as an equal, but they did at least get taken seriously especially after they started grabbing their own colonies and kicking European rear end prior to and during WW1

Alternatively, it's a look into the mindset where, in all cases, the enemy is a horrific, home country invading disease that must be eradicated in order to protect from it.
