There's so much wrong with this. "An unarmed person with a knife or something" isn't an unarmed person. A person with a knife, a bat, a metal pipe, is a deadly threat and it's stupid as gently caress to try to aim for the leg on a moving target. Best practice is have one officer with a taser, one with a gun, one with a LL shotgun with beanbag rounds. If it's just one officer, then if that guy comes at the officer, he's posing a deadly threat and needs to be stopped. Way too many unarmed people get shot by cops due to incompetence, negligence, and bad training. The amount of unarmed people getting shot because they reach for ID or something is inexcusable, and largely due to terrible training the cops get. Five cops yelling contradicting orders at one guy, even two different orders are too many. Not enough training at ALL on the fight, flight, or freeze response, the effect that has on the body, stuff like reduced gross motor functions, tunnel vision, auditory exclusion, etc. Not NEARLY enough training on that. Repeating simple commands loudly, coming from a single voice, and waiting and giving the person who is nervous, scared, and filled with adrenaline a few loving seconds to comprehend and comply, is something that more police agencies need to be trained on. The science has been out there for 15-20 years and has only gotten better in the last 10. However, there are times where bad guys go for the officer's gun, or times where the cop is being overwhelmed and beaten and is close to getting killed, where shooting an unarmed person would be completely justified. US laws state, by and large, "if a reasonable person would be in fear for their life or great bodily injury under the same circumstances, or to save a third person from death or great bodily injury," deadly force is authorized. There was also a shooting where a suspect engaged in a physical fight with an officer, eventually actually grabbed an officer's taser, started tasing him, was close to getting his gun, was on top of him, and another officer arrived for backup and had to shoot the suspect. Some bad people simply have a height, weight, and/or training advantage over victims. But these cases are the vast minority - they're the exceptions. I'd say the vast majority of cases I've seen where an unarmed person was shot by police were completely unjustified and should have resulted in firings and charges.
