It's neither, just random scribbles that look sort of like foreign writing. The gag is that it says "NOTICE" and "THIS MEANS YOU," but the actual text of the apparently important notice is incomprehensible.

The four fingers isn't really the problem with the hoof anyway, it's the scale. The mom's hand looks much more normal in every other panel

In the second cartoon panel 3 when suddenly 5 fingers! It really looks like the artist just drew a four fingered fist and then decided to add a fifth finger like the character was holding a severed digit. Body Horror Comix
