Usually what you'd hope for is the countries the laborers come from amend their bilaterals with the gulf states for better working conditions, although that only means just bringing over people from countries with looser treaties as a result.

You can build plants and purchase LEU from abroad to power them. Having domestic ore means they can have independent control on the fuel cycle from ore to enrichment to use.

Pakistan is all on board with Belt and Road. If India gets onboard the anti-China coalition, then China and Pakistan will probably deepen their military ties as well.

That said, Azerbaijan is under quite a bit of economic pressure because of lower oil prices, and the Aliyevs need to go big if the manat faces another devaluation. It is only going to suck more for average people in the region though.

I specify CENTCOM because apparently other parts of the US military closer to Turkey are on board with the Kurds getting ethnically cleansed.
