It is ultra heavy crude or something like that, and requires specialized refineries. I believe the Koch brothers set up a refinery in the US along the Gulf of Mexico. They are new oil money, so them getting crushed by the machinations of old money is "nothing personal".

Belt and Road is also about the fact that they don't control the sea lanes. And the the problem for most Latin American leaders is that their armed forces are coupy and in the American's pockets. That can technically be solved by the Chineses parking a division there, but then they get to have all the fun of the CIA handing the Brave Freedom Fighters of Ecuador tactical nukes.
