Does the PS5 work like PCs where the lower resolution you go, the more CPU-dependent the game becomes? Or does it not matter since CPU and GPU are all in one chip?

It's not so much that lowering the resolution makes a game more CPU dependent, it's that increasing the frame-rate and removing the GPU bottleneck will make a game more CPU dependent. An system on chip vs a CPU / GPU setup wouldn't change this.

That depends on a few things, you really have to be able to monitor the system directly to be certain. A game may render at a higher internal framerate than the display refresh rate. So it's possible that quality mode is hovering just above 60 FPS internally while performance mode is going buck wild rendering at like 100, and if that's the case then performance mode will still consume more CPU time. Those frames you aren't seeing still have a cost. And quality mode may add features that require CPU, making them harder to compare directly. However if the game locks the internal framerate to 60 in both modes, and quality mode doesn't add any features that chew CPU, then yeah I'd expect both modes to have the same CPU usage. I have no idea how Spider-Man manages its internal framerate, someone who knows more about the game probably would.
