Lets not forget that part of his plan from Phantom Menace, which goes on the list somewhere after Get Posse: -manipulate galactic senate to tax trade routes to piss off Trade Federation -manipulate Trade Federation to protest taxation by blockading my home planet -when Jedi show up to try and settle the problem, order Trade Federation to murder them in cold blood just because and also invade and occupy planet to intensify crisis -tell Trade Federation to use the captured Queen to sign a treaty to make the invasion and occupation legal even though that makes no sense on several levels -actually expect the Queen to escape Naboo and reach Coruscant so you can use her politically -send Darth Maul after Queen, telling the Trade Federation its to bring her back but presumably just to covertly let the Jedi know there's a Sith Lord involved in this plot to make them paranoid -manipulate the queen so she will oust the old Chancellor apparently on her own volition leaving you with clean hands when people nominate you for the job -get elected to Chancellor on a sympathy vote over the whole blockade and invasion thing -order the Trade Federation to genocide the Gungans and the Queen's forces when they go back to fight them to tie up loose ends -get Darth Maul killed on purpose during the whole thing since Tyrannus and the whole Sifo-Dyas/Clone Army thing is already in the wings for next phase of plan

Part of why Palpatine is such an enigma is he arguably already had that and all he had to do was kick back and retire from politics on his massive sith wealth with his crazy good government healthcare plan for being an ex supreme chancellor and he decided instead to try and rule through fear on top of it all.
