Petain became premier through legal processes in a situation where French government didn't have any good options left but sign a humiliating armistice. His government had wide international recognition, including USA. In contrast Quisling had been tooting his horn for Hitler well before the invasion. Then when Nazis invaded Norway he immediately offered himself to be the lackey of Germany and PM of Norway, which tempted Hitler, but King Haakon refused to name him and thus without any legitimacy and with his unpopularity Nazis ditched Quisling at first, and the German guy in charge of Norway even sent him away to Germany. But Quisling managed to win Hitler to his side and got to return to Norway and lead his puppet government while the same German guy who hated him continued being in charge of everything. So all in all, Petain was an old war hero who disgraced himself but not because he wanted to support Nazis. Quisling was a Nazi traitor from the start and a complete puppet.

It ain't exactly paranoia given plenty of French fascists volunteered for the Nazi army. If those boats weren't sunk they were 100% going to be used by the Kriegsmarine regardless of any claims by the puppet government. You can argue the ethics of it plenty though.
