In a somewhat ironic twist, if you don't actually relent when the ransom is paid, people will be less likely to pay the ransom going forwards. If you gently caress up 100 systems and ransom them for $1000 each, even getting a few people to go "I paid the ransom and they honored it" will entice other people to pay. If your goal is to be able to continue extorting money, you want people to have some trust that you'll follow through.

Yeah, the inflation number for April came in at 4.2%, which is freaking out people that can afford to be freaked out about that kind of thing. Nevermind that one of the major reasons is that the data is being compared to April 2020 (a dead shutdown). Nevermind that 33% of the inflation is simply used cars (due to microchip shortages). Nevermind that we're currently in mass shortages of items like building materials because companies cut back their production targets thinking we'd still be in the pandemic. So naturally, it's being used an excuse to not spend any more government money, and GOP governors are yanking back extended unemployment benefits, and dammit people are demanding to be paid too much.
