The NCR is a prosperous post-war nation of 700,000, holding most of southern California. The NCR prevents discrimination based on gender, ethnicity, sexuality or religious belief, as well as protecting ghouls and mutants. But all is not well in the NCR; clashes with the Brotherhood of Steel over advanced technology have become more frequent, in addition, the continued pace of expansion is coming into conflict with tribals on the NCRs borders. Economic opportunity is becoming scarcer, as the Brahmin barons begin to lobby for decreased government intervention in the economy, building up their own power base. They represent the center in NCR politics. They have partial Followers of the Apocalypse support. Socialists: Despite the Great War, left-wing thought survives. While a more junior party, typically aligning themselves with the Democrats when voting, they still call for government control of the economy and an end to exploitation of the worker. They typically have the most support from the nascent union movement and the Followers of the Apocalypse. There is a split in the party over expansionism, however.

Name: John O'Sullivan Age: 31 Locale: Sac-Town Background: A completely unknown politician until three years ago, O'Sullivan was elected as a congressman last year with a radical hawkish platform against the Brotherhood of Steel and raider tribes on the outskirts of the Republic's territory, earning him the approval of the border communities that suffer with attacks from the latter, as well as trading groups such as Crimson Caravans and the Gun Runners. His filiation with the Republican party comes entirely from this platform, although in domestic policies he is likely to cooperate with the Democrats, believing the NCR's goal to be to provide their citizens with security and plenty, and to extend such boons towards others in the Wasteland who want it. In truth, however, O'Sullivan is a former Enclave soldier and member of Granite's squad who deserted after the destruction of the Oil Rig. Unlike other Enclave refugees who laid low in order to avoid detection, he decided to instead join the NCR, hoping to turn the Republic into the Reborn United States of America he and his colleagues so longed to restore, although unlike the hardliners of the Enclave, he holds fairly reformist views and sees the Wastelanders not as second-class mutants but as fellow Americans, who need a strong government that can provide... Wade is a shrewd negotiator and persuasive orator, but first and foremost a fast learner. The history he read about in the Vault archives matched the reality he saw on his frequent trips to Redding; empires must either expand or collapse. When Redding Councilman Roger Westin married First Citizen Joanne Lynette five years ago, the city effectively became another NCR territory. By the time the takeover became official, Wade already had materials prepared for his successful campaign to become Congressman Wade (D-VC). His platform is largely informed by the education from Vault City's last two decades, including the near-overload of the Vault 8 power plant a few years back: the NCR's borders can never be allowed to move too far away from the needed supplies and manpower to maintain those borders. It's a popular message in many communities situated near or on those borders, particularly the Republic's southern and northern limits in Dayglow and Shady respectively. OOC notes: I've never played a political sim like this before, but I love the series when it and I really enjoyed effortposting back in the day about the most sustainable future for New Vegas (it's House).

Surviving through a combination of half a dozen stimpacks, having actually worn his combat helmet despite the 100+F temperatures, and biblical amounts of rage and spite, he has medically retired from the NCR military and has been trying to find a new purpose, or at least, a new way to keep doing the things he was already doing. He has risen in prominence in the small local socialist party through a combination of sincere, forceful rhetoric and being a visibly unhinged 6'6" lunatic with a 10 gauge shotgun (politely slung over his back and unloaded during meetings, there are Rules, after all). As far as he's concerned, he's already dead and doesn't need to be polite about as many things, having already taken one bullet to the head, he doesn't particularly care about the next one. Canonically all the major settlements from FO2 are either NCR territory or will be within a few years; Reno might have been a recent addition, since the Bishop family was openly attacking Westin's cattle herds until recently.

Name: Eli Huang Xun Age: 216 (45 in 2077) Locale: Dayglow Background: Full effortpost background, tl;dr is that he's an Asian-American immigrant civil engineer and city planner that got Ghoulified, lived in Necropolis for a bit before going to Dayglow and helping it become a pretty decent place to live. He worked with the Followers of the Apocalypse in the region and saw how cooperation between humans, ghouls, and super mutants can help communities prosper. Became a politician to help encourage racial equality and solidarity. Political Affiliations: Democrat but leans Socialist on labor issues, as he's one of the few politicians who were able to read and discuss leftist theory with others before the bombs fell. However, while he likes some ideas he's firmly pro-capitalist and trade. His main goal is to progress anti-Ghoul and anti-Super Mutant discrimination, give Mutants full rights and protection under NCR law, and allow for greater rights for robots who have clear independent thinking. Thomas used most of his mining riches building up Broken Hill's infrastructure, and has invested in agriculture, firm in his belief that the mines will eventually run out, and the dream of a racially united city must not die. Political affiliation: While Thomas is a believer of Social Welfare as a necessity to keep Broken Hills going, and thus willing to work across the aisle for such things, he is a firm Republican due to the party's civil rights movement.

Current conditions: BoS Incursions: The Brotherhood of Steel continues to intervene on our soil and take high technology items from private individuals. So far, they haven’t attacked government installations, but it seems only a matter of time. Infrastructure: Many of the roads in the NCR are in poor shape, especially in the ruins of the cities. They need to be cleared and repaired. Raiders: While raiders within the NCR have mostly been defeated, the borders still see raids from groups like the Great Khans. How should we respond? Water: Clean water is scarce within the NCR, yet vital for agriculture. We should do something about this. Regulation of business: The Brahmin Barons and Water Merchants continue to lobby for decreased regulation and less government intervention. Technology: There remain a great many hidden things in the deserts and cities of the wasteland. How should we approach the high technology of the pre-War world? Born in Adytum, Harriman suffered tragedy at an early age when both his parents and his older brother were killed in a raider attack. Growing up, his childhood was spent crawling through the Boneyard hunting for scrap to sell to the Gun Runners, and as a young adult Harriman made his living hunting mutated wildlife and protecting caravans under the shadows of shattered skyscrapers. Then, with a young wife and a child on the way, tragedy struck again—this time in the shape of a vicious Deathclaw, which took Harriman's left leg and most of his right lung before a lucky bullet severed the creature's spine. With his caravanning days clearly behind him, Harriman was at a loss for how to survive—but fortunately, an old childhood friend from his scrapping days was able to pull some strings, and Harriman was able to secure a coveted apprenticeship with the Gun Runners. Harriman proved adept at the trade, and by the time he was 50, his steady hands and attention to detail had made him into one of the most respected gunsmiths in the city. It was then that Harriman's attention turned to politics. The child of a former Desert Ranger and a Follower of the Apocalypse, he was instilled with a firm sense of justice from an early age. But in the Republic, justice can be hard to find—and everywhere he looked, Harriman saw corruption and greed threatening to destroy everything people had worked to rebuild. There was a disease gnawing away at the young nation's heart, and if no one else would stop it then by god he would. Harriman started small, looking to win a part time seat on New Adytum's city council. To his surprise, he found a talent for organizing, and won the seat easily. From his new pulpit, Harriman preached endlessly against corruption, and advocated for using the town's resources to better aid its citizens. When the next mayoral election came around, Harriman campaigned on a strong anti-corruption platform, and managed to win thanks to strong grassroots support. After two successful terms, Harriman set his eyes on one of the Boneyard's vacant Senate seats, and won with a full 64% of the vote—thanks in no small part to a powerful endorsement from the Gun Runners. Political Affiliation: A member of the NCR Socialist Party, Harriman firmly believes in using the resources of the Republic to better its citizens. Harriman has voted consistently for higher taxes, better education, and once introduced a bill to nationalize Energy Weapon recovery and production. Harriman has also loudly espoused support for expanding the NCR's borders, expressing that the Republic can—and should—do everything it can to secure land and resources for all of its people. And, of course, Harriman's anti-corruption agenda has followed him into the NCR senate, which has won him few friends among the Water Merchants and Brahmin Barons. Though he has retained strong support among his constituents, Harriman is not without critics. His ties to the Gun Runners in particular have been heavily scrutinized, with many claiming his support for expansionism is little more than a ploy to get more guns sold to the NCR Army. Harriman's support of civil rights has also been questioned—though he claims to have "Nothing against" ghouls, Harriman has constantly refused to meet with Super-Mutant petitioners, and once grew apoplectic on the Senate floor at the mere suggestion of citizenship for so-called "Talking" Deathclaws. Benjamin Wade (D-Vault City) I concur with my colleague from Shady Sands; the Brotherhood of Steel presents a clear and present danger to our Republic. But I must oppose any legislation that merely directs our men and women in uniform to fulfill their oaths; what our military needs is better resources, not orders to march on heavily armored bunkers. I offer an alternative. While the Brotherhood picks at Old World toys in their basements, up in San Fran a faction called the Shi have been building assault rifles and cooking up radiation-eating plants, if our scouts are to be believed. Our northern neighbors are understandably protective of this technology and wary of outsiders, but if NCR doesn't get them to share, it won't be long before a gang of "steel-canned assholes", as Senator Worthington rightly puts it, storms through and take what they want. If we're going to make an alliance with these people, we need to make it clear what we want from them. When my grandfather ran water to Necropolis, he didn't just bring however much water they had on hand at the time! He spelled it out to the drop, and he knew exactly what he was getting in return from them. If we leave things vague, who knows what they'll expect from us in return. We need to be the ones setting the agenda here, making our demands clear. Therefore, The Hub proposes we amend the SHI act to read as follows: quote:3. While there is merit in these acts, we must adress the fundamental problems and issues with executing these goals: We can not, at present, move around our great nation fast enough or securely enough to enforce the will of the people. Whether we maintain our borders or expand them, neither are sustainable without a massive rebuilding of our infrastructure, and the military that defends and prosecutes these offensives. Congressman Worthington is right, the caravans, traders and those living on our borders have long chafed under the indignities and insults brought by these tiresome tin tyrants! Not only have they harassed our citizens, but their insistence on confiscating technological artifacts will prove to be detrimental to our people on the long run. Instead of unemployment benefits which may be a serious burden on the budget and hamper efforts for the defense of the Republic, wouldn't it be better that those without a job would instead find gainful employment working in the building of roads connecting all of our great cities together? Not just the Hub, but Sac-City, Shady Sands and the Boneyard, all connected together with fast, safe roads, built, maintained and patrolled constantly and thus ensuring that trade proceeds smoothly and unperturbed through our great nation. I myself have become quite wealthy thanks to my work in the mines and some smart investment, thanks to my dearly beloved wife, Martha. However, the last few years the mine has slowly produced less and less uranium, and I fear some day in the next few years we may, indeed, run out. This being the lifeblood of Broken Hills, would be catastrophic, not to mention we are one of the key producers of Uranium in the region! While I have, indeed, personally invested in Broken Hills' infrastructure, helped set up both agricultural farms and solar power farms, I believe we need help from the republic at large to find a future for my beloved town, one of the few in the wasteland with a completely integrated society. Thus, I ask of you, my fellow senators, What Should Broken Hills Do?

Eli Huang Xun (D - Dayglow) I...don't want to sound ignorant of the issues at hand. I do recognize that both the Brotherhood of Steel and the many tribal groups on our borders pose a clear, if not immediately evident threat to our citizens and interests. But - uh, well, I'm sure we've all heard my story enough. I'm hesitant to approve of spending our resources on our armed forces and heightening our military presence while, erm we don't seem to be truly at war...yes, ah, I believe we should focus on readiness rather than...being ready. You all know the feeling, I'm sure...you have a loaded gun on your side, and, even when alone, even when on the highways or walking in the streets, you feel the weight of this weapon...you feel it, and you feel the paranoia and anxiety of having to use it, even when you're safe? Should we tell our citizens we have a loaded gun? Should we give them the anxiety of a supposed danger? For this, I support the Swords and Ploughshares Reform Act suggested by Mr. Santiago, as opposed to the more, ah, forward approach suggested by Mr. Worthington. I support the two-forked approach to infrastructure and military strength, and the more direct approach to dealing with the strengths of the Brotherhood of Steel as opposed to the general ideas of 'action' and 'operation' of the Protect our Citizens act. I would also like to say, erm - we should have a capable military, but we cannot neglect our citizens and resources. Mr. Santiago's support of education and trade - ah, rather, vocation - will help our soldiers as well as our citizens. Our citizens cannot be fed with bullets and gasoline, just as we can't count on our military to know how to sow fields or turn metal into shells. And, yes, Mr. Worthington, this will cost caps, and money doesn't go on trees, but the government doesn't set caps on fire - uh, well, metal doesn't burn as well as...well, it doesn't disappear, rather. We spend the money on the farmers, on the electricians, on those that maintain old world vehicles and robots, and those that receive the money spend it on food, materials, on things that go back into our economy and benefit our citizens. The Protect our Citizens bill did say we should promise the military full economic backing, yes? Would our generals benefit better from the blank check than our factory workers and ranchers? For similar reasons, I offer my full support to Mr. O'Sullivan's New California Highway Patrol Act, though perhaps we could create a separate, smaller organization for the patrol as opposed to using the army and, yes, increasing the paranoia among our citizens. John O'Sullivan [R-Sac-Town] ...I would like to remind Senator Xun that our highways are indeed home to clear and present danger to all travelers. She may talk of a hypothetical paranoia that was said to have destroyed the Old World, but as far as I can see, it was in fact the nukes deployed from the other side of the Atlantic, wasn't it? I could go on a tangent about for what reason she could be deliberately obfuscating the role of communist aggression in the War, but it would be a waste of the taxpayer money to do so. Instead, I will remind that every year, untold amounts of NCR dollars and lives of our citizens are lost in sparsely patrolled travel routes, not only to raider scum and remnants of the Master's army, but to the very lethal and dangerous wildlife that roams the wasteland. Indeed, I would like to know how a smaller and non-military organization will be able to stop the rampant attacks on our citizens by Giant Ants, Radscorptions and Roaches, Geckos, Deathclaws and even that horrid species that citizens in Redding call the "Wanamingo"! Because hell, I'm sure I wouldn't like to deal with one of those without a trusty old .44 or a Plasma Rifle to my side. (Finished here!)

While our beloved Republic is by far the best educated nation in post war America, we have not yet reached the levels that the old world would consider "educated". Indeed, many of our citizens prefer to keep their children at home as an extra work hand than to send them to our schools! I propose the Minimum Required Education act, which would make education compulsory from 6 to 12 years old, to ensure literacy in our population. This act would also ensure nutrition to every child going to school, and will in the future ensure a more educated workforce, and indeed, more research centers. Walter Reynolds (R-The Hub) Three meals a day? Temporary housing? I support education as much as anyone, but this is overambitious. Rolling it out everywhere at once is going to be a disaster. Why not try a pilot program in one major city limited to JUST education? Then we don't need to materialize a system for housing and feeding every kid in the Republic out of thin air.

But yeah, people without anything to do turn to vice. Folks, I've say this as someone who has shot my share of badguys, but few people are just born bad. Deprivation, and lack of anywhere to go turns them mean. Show me a person sitting there quietly and I'll show you someone who isn't out causing problems. Representative Wayne has brought up the future of his community, and I would like to reply that the existing fuel and power resources in and around Broken Hills make it ideal for the projects I have proposed. I tentatively propose calling such a learning and research center for NCR projects be known as the Green Zone.
