tehy localized hte first one and ended up not producing it cuz it was real late in the nes lifecycle by then and it wouldve cost too much to make the cartridges, manuals, packaging, etc. they ended up releasing it on the wii shop (i think) as earthbound beginnings. mother 2 got released as earthbound. mother 3 remains unreleased. idk why
