If you can't develop someone because of other players taking precedence you should sell your pick. You'll piss off agents of you draft someone who won't get time and who'll wither on the vine, especially if they aren't someone on your draft board to start with.

Bulls were dumb that year selling because they really should have had bandwidth for another second round guy. Jordan Bell got a lot of attention in particular from bulls fans though which was kinda dumb. That guy was very replacement level and really only valuable to a team that needed to keep luxury tax low. He wouldn't have been at all useful for the bulls

I hear ya. I'm a bigger fan of packaging up multiple 2nd round picks for a higher 2nd round pick. But sometimes those trades aren't there and you don't have enough roster spots. It should still be super rare to sell a 2nd round pick.

e: and the Bulls at that point in time were absolutely not in a position to be selling one
