Having certain illnesses, such as a psychotic break, can make you believe things that don't make sense and sometimes make you more vulnerable to influence. That influence can be particularly effective if it has a charm to it such as "you're so important and brilliant, the reason things aren't working out for you right now is people are actively working to destroy you." I don't know if there was someone in Kanye's circle who genuinely believes it, someone who saw it as an opportunity to control him, or if he went looking for something to make him feel better and found this. I wouldn't be shocked if it was particularly attractive to him because it let him shift the blame for his mother's death from himself to another. Being rich makes this a lot worse, because it lets him still have a platform after clearly losing it, it makes him an easy target for others to exploit, it insulates him from many of the consequences, it gives him power to remove people from his life who would try to steer him away from that (because they tell him no and he doesn't like that), and finally yeah, rich people are almost always loving terrible to begin with so you're starting with a terrible person and letting them get worse.

It's not an excuse of bad behavior or speech it's just two ways of thinking about things, both of which may be correct.
