I just installed a new thingamajig in the tank a couple months ago and the instructions clearly said I could adjust the bowl water level by adjusting this screw in the thingamajig as it kept the flappamathing open longer.

The screw adjusts water level in the tank, the water level the bowl is adjusted by a slider on the line running into the fill/overflow pipe. It restricts the line to allow a lesser or greater volume of water through the line as it fills. A higher water level in the tank will indirectly result in a greater volume of water in the bowl, because the bowl will continue to fill for longer.
