Does Sacramento even have anything to do with the A's playing there? Wouldn't that just be between the A's and Giants, as someone posted earlier? It's a nice stadium for AAA. It will be a disaster for MLB play...well, actually it will probably boost attendance and a AAA park could help the A's feel more comfortable.
