He's not fired because to the corporate suits life is literally nothing. Verhoeven's satire does not operate through being subtle. He's the kind of guy who makes NPH throw on a Gestapo uniform to point out that maybe Starship Troopers is a book that has a slight fascist slant possibly.

Rape and murder are pretty different, man. I mean, you can murder for justice or for the good of your country. Testing, kidnapping, and even killing psychics makes sense because they are dangerous with a capital D (Or at least so the scientists tell themselves.) Rape doesn't figure in to quantifying or controlling for the good of the nation, so standard rules of society apply.
