She's fairly ignorant about what hermits are supposed to do, but PMiSS mentions that some people who become hermits are basically autodidacts who managed it without having a teacher. If Kasen could be one of those, then being unfamiliar with a hermit's duties doesn't rule out her being one. I think one of the chapter end notes also mentions that Kasen's ascetic practice is based on Buddhist principles, not Taoism, which could explain why she's unfamiliar with what Taoist hermits do. It says it right in her introduction, Hong Meiling is a chinese girl. Gensokyo's just a bit racist, so she gets lumped in with the youkai.
