Not trying to excuse the game, but pretty sure in SR2 you can do the exact same thing. The only difference was that you had to beat side missions in order to unlock the ability/bonus.

Most of the upgrades in SR2 just reduced damage even at their maximum level, I think the exceptions were fall damage and maybe fire. In SR3 you can become 100% immune to almost all damage.

Also I don't remember anything about Mayhem in SR3 but in SR2 I know you took damage during it, most of my failed attempts ended with a cop car running me over.

Even if you had prime Hogan, Angel was still written to be a somber mentor character and rendered completely forgettable as a result. Killbane was more of a Hulk Hogan personality than the character that Hogan actually voiced.

Also Sasha Grey sounded like she would rather be anywhere else but Tera Patrick's performance in that SR2 DLC made her sound like Jennifer Hale in comparison.

SR3's season pass soured me on the concept of season passes pretty well so there's no way I'm buying it until I see first hand accounts that the content it includes is actually good. The Rectifier doesn't offend me nor is it a thing that I feel I need to have.

Get the preload done now, then once the game is unlocked in the US you'll need to activate the VPN to cause Steam to think you're in that region and unlock it for you.

I played for four hours and I think I'm barely into the main story missions (I just got CID). Having too much fun just dicking around and grabbing clusters. I've been completely neglecting cars since upgrading sprint and jump was so easy and I already have unlimited sprint from doing some activities masquerading as a side mission for Keith David.

I dig that the weapon skins and models are all unlocked from the start. I'm currently rolling with Anton Chigurh's silenced shotgun and a super soaker painted like Eddie Van Halen's guitar.

Cut content is my guess. There are unused audio logs for (I guess I'll tag this in case it does resurface at some point) Donnie and Viola still in the game files, along with Lin and William Sharp. Donnie's logs even seem to indicate that he would join the Saints in real life after being rescued by the Boss. With Donnie, Sharp, and Lin I'm assuming there was a mission chain related to the Westside Rollerz that didn't make it.

Finally beat it although the wheels started falling off towards the end in terms of bugs I was encountering. (Endgame spoilers) The final fight against Zinyak ended up being pretty weird. His mech just got stuck in the ceiling and I was able to blast away with no resistance (I'm assuming he's supposed to attack you there) for half of his lifebar until the scripted thing with the CIDs took over. In the final leg with all of the Murderbots one of them punched me and I got stuck in a perpetual falling animation with no escape, I had to retry the checkpoint. The game also crashed once on the way there but fortunately I didn't have to go all the way back to the beginning. The dance was hilarious and worth it though, especially the Worm.

Does anyone else get the impression that (late-game) the rescue Kinzie and Keith David missions were supposed to go earlier in the game but they took them out and stuck them in after the Zin ambush? Everything after that climax sort of feels disjointed, like they wrote it one way and already had it all pieced together, but then changed their minds and just re-used some cutscenes and dubbed different dialogue over it to cover the betrayal by Keith angle.

I thought Keith David in general kind of felt like a tack on and he doesn't have as much involvement as the rest of your crew. With everybody else you save them from their nightmare and then do another quest with them to get their powers but Keith just gets his once you rescue him (I guess there's ways to explain it but he still has less content) and he winds up like Zimos at the end of SR3 where he's the only homie that doesn't get involved at all with the final mission.

Also to continue on your point of stuff already done and pieced together my theory for why Cyrus has two voice actors is because they originally only planned to have him involved in the Kinzie nightmare stuff and got the original actor to do that but then decided to put him in another part of the game later when the same actor was no longer available.

Oleg holds an invisible gun and doesn't fight properly, Burt Reynolds crashes the game, Akuji and Mr. Sunshine show up unarmed and will flee from combat. Interestingly enough, Loren speaks while he's following you which makes it pretty obvious that he was supposed to be a homie after Gat's loyalty mission but it was cut for some reason. No banter with the others but he'll comment while fighting and yell stuff about UFOs and such. I haven't dug into any of the new patch stuff yet but Donnie is still in the game in a pretty fully functional form. You can mod him in as a homie and he shows up in a Matrix outfit complete with superpowers and full voice acting. The homies tables still contains entries for a bunch of homies that didn't make the cut, many of them with an entry that marks them as "MaybeDLC":

Donnie - Fully voiced, has superpowers and unused audio logs.
Lin - Silent during gameplay but has unused audio logs, unused text indicates there was a mission where you help her get revenge on Sharp
William Sharp - Same deal as Lin, his model was reused as the congressman that you punch in the White House. There's another version of him where he's hostile and armed with an alien weapon so he was probably battled in the same way that most of the other former enemies were before they become allies.
Viola - She looks the same as SR3 but is fully voiced, she has audio logs with new idle lines and combat barks specific to this game.
Dane Vogel - He crashes the game for me but I've seen screenshots of him elsewhere.
NyteBlayde - Pretty much how he was in the third game, he's not flagged as DLC.
Super Saints Backup - The SR1 and SR2 default players as they appear during the Game of Clones mission, they're not DLC either.
Phillipe Loren - He's no longer on the homies table and didn't have audio logs but adding him as a homie makes it apparent he was once supposed to join you after your encounter with him in the game. He's fully voiced during gameplay and even has audio files for answering the phone when you summon him.

I took a few screenshots which I'll link since TIMG will make them appear even through tags.

The first time you meet Maero the Boss even seems a little intimidated by him because he's a mountain of a man who towers over you (the Boss is one of the tallest SR2 characters to start with) and doesn't flinch at all with a gun in his face.

It's still in the game, it just wasn't added to any store inventory. This is the case with a surprising amount of items from the Inauguration Station actually. If you're playing on PC you can put it back in by editing customization_stores.xtbl, I've found around 25 clothing items that didn't make the transition from the IS that are all still in the game so far. It wouldn't be hard to do, at least for the Inauguration Station stuff as that's all still actually in the game but was just never added to any store inventories so there's no way for the player to access it. If you know what the item ids are you can do it yourself on PC, I've been going through myself and doing it (I have a list at home and some people on IdolNinja's site have been listing missing items as well). Since a lot of the missing items are mundane things like hoodies I figured it was an oversight.

I do hope some of the SR3 things make a comeback too, I'm pretty sure I saw something on Idol's site that said they already had permission from Volition to port assets once the SDK is available.
