The game is lost, there's no point in participating in politics, or thinking about them, or anything at all, because it's over. He has very literally begged everyone in his social circle to hold their noses and vote in the Republican Primary this year, specifically to vote for Bush. Apparently things are so toxic over in that office that it's having serious consequences on the dude's mental health. He doesn't like Bush, but he knows Bush would be many times less terrible than Paxton is.

A lot has improved in national politics since the downfall of Trump, despite the issues with getting federal legislation having trouble going through a narrow majority in congress, and we do see the constant worsening of conditions from Republicans' iron grasp over Texas, although it unfortunately seems unlikely for that to be overthrown any time soon.
