I threw this out in IRC tonight and got conflicting responses, so I'll toss it here: How receptive have companies with established PTO accrual policies been to increasing PTO rates through negotiation in lieu of salary negotiation? I'm really trying to make this contractor position hold out for another year so I can work on getting picked up federal, but if I can't get them to break on either salary or PTO (120 hrs total a year is too low to the point where I feel my Health Insurance is mostly wasted since I can't even find time to see a doctor), I'll need to start looking for something new sooner, rather than later.

Just to clarify, my initial request was about trying to get upped PTO in lieu of a salary increase since I'm almost 100% certain that they aren't going to cave on the money. But here's a fuller accounting of the situation for those who were questioning why I was on about 120 hrs: 1. We never actually get 120 hrs. We've lost about a week every year that I've been here to inclement weather. (They'll close the building at the drop of a hat to appease the Feds, but contractors have to eat that time as PTO.) 2. The contractors have to park in a satellite lot about a half a mile away through a couple of security checkpoints. This makes ducking out in the middle of the day to hit an appointment a giant pain since it's almost a guaranteed 20 minutes to get upstairs, sign out, and hoof it down to the car. And again on the way back. If I want to hit a doctor 30 minutes away (pretty much the minimum to get anywhere decent), I'm eating a minimum 2 hours of travel, before I even factor in the appointment itself. 3. Our contract got flipped in a pretty shady fashion last year to the CEO of the previous contractor's son's firm. All PTO accruals and balances got reset. It'll be 3 years until anyone is up to the higher tier of accrual. We aren't even sure they aren't going to flip the contract back at that point. 4. When the contract flip happened, everyone who stayed was forced to take a pay cut. Then we got told that that rate is locked in for the foreseeable future. No raises. No promotion potential. Take this amount or leave it. 5. The contract also contains no Training budget. So, despite the entire rest of my team going to regular training on the new products we support, I get nothing. I'm left to wait until stuff hits production and try to figure it out wholesale while the rest of the team has had weeks of training on it. 6. There's no OT. This is partially a factor of my politically weak branch chief not having the budget or not caring. Either way, there's been implications that I should be willing to stay late on projects, but I've made it clear that if they are giving the Feds OT to stay, I won't be staying for a promise of maybe some off-the-books Comp time. 7. Yes, I do have some outstanding medical conditions that I'd like to see some specialists on the regular for. Eating half a day for each one once a month for the next few months would wipe out any PTO I gained during that period. Sure, some people obviously have it worse, and it wasn't designed to be a big complaint post, but I guess folks took it that way. I was just looking for advice (and still am, since this part got largely ignored) about negotiation for extra PTO since they don't seem to want to spend the money on paying me or training me, and I feel like something needs to give.

It's cool that they don't want to pay me for anything beyond 40. I just don't feel that they have a right to expect me to work past 40 on them ~pinkie swearing~ that I'll get some off-book Comp time in the end. And let's not forget the constant "but he shouldn't be doing that he's ~a contractor~" bullshit I have put up with from the pricks who resent that they brought me in to do the things they aren't competent to do. YO THIS IS MY COMPLAINT POST.

Apparently, I'm solo calling candidates to "phone screen" them for technical ability for a job I don't do in a branch I'm not in, with no questions or material provided other than the candidate resumes and a statement of work that doesn't match the duties of the person they are replacing or the expectations of the branch chief in question. I pulled the RAM from a testing laptop to diagnose a problem with one of our production laptops. Informed my team lead who has custody of the laptop so he wouldn't worry. Came in today and found an email from the idiot on my team who keeps starting poo poo with me telling the team that he had noticed the RAM had been "stolen" and that he had gone to the branch chief and they had filed a report with the Federal Police. I need a new job stat. PS: Yes, I already walked the RAM back over to the branch chief, told him that I had cleared this with the team lead, and he told me he'd be calling back the FPOs to cancel the manhunt currently underway.

This is the reason why penetration testers aren't in prison (and why a good part of the penetration testing process involves a lengthy legal discussion on rules of engagement). I think what he's saying is more of a "Let's not give root access to a bunch of people who are clearly malicious because if they do something egregious like DDoS somebody from our box, it might bite us in the rear end."
