Note that it's not necessarily the mount of declared candidates that matters, but the amount of major candidates, which for the Democrats seems to only include Hillary, Sanders, and O'Malley, while for the Republicans this is a two-digit list.

Of course there's the chance that Biden might throw his hat in the ring. He wouldn't win, his value would more be in who he endorses after he dropped out because it'd be seen as the tacit endorsement of the Obama administration (as Obama is staying away from this).

Also, I think the chances that Jack Reed isn't at the very least the next secretary of defense or veep are pretty slim. He was reportedly courted by the Obama folks before they settled on Biden.
On the other hand, Reed is 65, what does he offer as Vice President that might improve the party going forward? He's older than Biden was when he was named VP.
