it's a charging case of some kind? maybe your charging case is a NSA-designed knock-off which attempts to read your finger print either it's failing because iOS is detecting it and disabling it or it's working, but the signal never gets to the iPhone itself

could be interference from lovely power like sometimes you can feel the weird buzz/tingling sensation when you run your finger along the metal body of the iphone/mac when you use a lovely charger or when its plugged into a circuit with bad ground sometimes the touchscreen will also get affected badly too also you can actually have a nicely grounded usb charger if you use the three prong cable from macbook's power bricks and swap it with the plug on the ipad charger, the metal pin for you to secure the adapter/plug over actually makes contact with the ground pin on the cable

touchid is activated by the capacitance ring around the button, which is similar to the touchscreen that can be affected by interference also they used the same capacitance sensing method for reachability, which is double-tap-without-pressing the physical button

i use reachability embarrassingly often on my 6. and by that i mean it's embarrassing for apple

cases are essential for iphones after the 4s as they are vastly more prone to breakage, scratching and various other defects due to poor design
