actual real dangerous people, people who "know too much" or are whistleblowers or w/e, either get disappeared to some blacksite, or more likely just suicided. because doing either one of these things is an order of magnitude cheaper and easier, and less likely to draw attention, than tapping a bunch of random rear end civilians to slowly drive you nuts. (esp since you're already nuts)
