It plays slow because PAL (U.K., aus, etc) is 50hz and NTSC (USA, Japan, etc) is 60hz. Rather than fix the game to run right at 50hz, they just let it run 17% slower. Granted, so many things in that era were built on or around tv refresh rates, fixing it for 50hz probably would have been a huge job.

My son has gotten really into sonic boom on Hulu so I've caught a few episodes and they're actually pretty decent. Lots of jokes for the adults as well as goofy callbacks to the games.
