Someone needs to tell the states that they could even out their boom/bust cycles by just applying property tax to all owners rather than just rentals. That would help the vacant property and land-banking issues in one go. It also follows the "tax stuff that doesn't move" philosophy. Unlike stamp duty which taxes labor movement and can be avoided by boomers sitting in an 8 bedroom house for 60 years.
