Huh, I thought they were supposed to be rare and unreproducable archeotech.

Orks are actually explicitly stated to be better at teleportation technology than most other races- it's evidently programmed into their Mekboys, despite how shoddy their technology is in general.
Part of it is that the technology is in their genes, part of it is that they're not overly fussed whether they arrive or not so more compact designs are possible.

well this seems to be a good case in point of why one always keeps a backup handy

This is the backup.
I mean, what are the odds that the Emperor would just up and disappear? Setting up the book/keeper system is already pretty farsighted by 40K standards.

I'm not sure why we're having this big debate when the best marines are self-evidently the Salamanders.

The Eldar could really use a rear-arc weapon, considering how easy it is for them to outspeed someone and get them to start chasing you. A short-range mini-stasis mine of some sort, or something.

Like some kind of backwards-utilised tracking torpedo?

So since spacefleets are so goddamn expensive and the Empire requires entire scores of planets dedicated to making its own navy, who the hell makes the Chaos Ships? Weren't they supposed to be refurb Navy ships that they somehow got their claws on?

A bunch of the Mechanicus defected during the Heresy and subsequently. Given how rulebound the Mechanicus is complete freedom from rules can be very attractive to some of them.
The 'Dark Mechanicus' run their own forge worlds in/near the Eye. Often exploiting the... unique... properties of said worlds.
