The launcher itself contains the fire control radar (this classifies it as a "TELAR" instead of a regular "TEL" for Transporter Erector Launcher And Radar). It just needs to find the target some other way first, as the FCR has a very narrow search radius, which if nothing else can be done by a dude with a pair of binoculars if you're patient enough. I believe the SA-11 that brought down MH17 did so without a search radar. We'll probably need all those standoff weapons
