With enough controls on media it's quite possible that 90%+ election results are sometimes real. Imagine if instead of splitting into Democrat and Republican, there were just a single Property Party and the only opposition was communists. Or say you're opposition but you think you're in the minority, you might just not bother voting if you don't trust the ballot to be secret. Especially if Dear Leader has concentrated polling stations in pro-supporter neighborhoods and it would take hours to cast a ballot. There are plenty of ways to influence elections that aren't outright fraud.
