In the early 2000s the big boogeymen were the Jundallah and MeK (which we may have trained and supported), but their attacks were fairly small in scale. I mean, I'm like 99% sure it was ISIS (just look at where Iran is situated), but Iran's hardliners cannot use public sentiment against ISIS so they need a larger external threat. The big mean bullies from the house of Saud are picking on plucky ol' Iran again, and they're definitely going to agitate for a fight although I don't know what Iran will actually do. Overt military action is not their MO. If they're serious about punching SA, I'd expect that whatever assets they have in the country will be getting a fresh shipment of guns and material fairly soon. Unfortunately I don't know what the status of Shia groups are in Saudi Arabia so it's hard to tell who could be an Iranian proxy over there. Realistically, they'll probably increase troop presence in Syria and Iraq. I wish that it were easier to get a handle on just how large their forces were already, but that information is not easily available. Robin Wright wrote this excellent piece for The New Yorker about senior officers dying in Syria. Back in 2015 Iran had at least 400 casualties from the Syrian conflict, along with 800 or so Pakistani and Afghan auxiliaries. At the time, Iran had only had dudes inside Syria for about three years. By comparison, they US had a little over 1300 KIA in the first two years of OIF, and we had a HUGE presence in that country. That tells me that there has to be at least a division-sized element within Syria consisting of a mix of Quds and regular IRGC dudes, plus auxiliaries. Where does Iran go from there? Another 1,000 guys? 2,000? Martyrdom is a big deal in the culture so it's not as if they won't have any number of willing participants to go die in their little Arab Vietnam. I know that's not much of an original analysis, but there's really not much precedent to tell us how Iran responds to Terrorism (other than to blame the US and the Zionists).
