You definitely need a strong base of iron working for a cannon and I'm sure with his ten billion IQ points Senku could build a strong furnace that's still a lot of prep-work.

The twist ending is that Senkuu will focus on science while Tsuka somehow comes around to focusing on building strong and robust institutions resulting in his overall victory in the ensuing war.
