The S-tier stuff here is the stuff that, if you're building purely to win and not for personal preference, you should always take.

Dash is unbelievably good and it's sort of incredible that it hasn't gotten nerfed. It's a get out jail free card and extremely strong mobility tool(with enormous quality of life attached to it as well) that comes on a 25 second cooldown, which is just bonkers short for how good it is.
Born ready allows you to have way more uptime with your weapons since you can essentially use both while only spending time reloading 1 of them(or sometimes neither), and allows you to play a lot more freely with weapon swapping in general.
Resupplier is not only really convenient, it also lets you resupply in situations where it just wouldn't be possible otherwise and is invaluable in clutch situations. Getting +75% life instead of +50% is really good as well.

caveat: if you're playing scout dash is less useful, and if you have just 1 reloading weapon born ready is less useful(completely useless if you have none). Outside of those circumstances, I think these top perks here are the best in the game and I don't think it's close.
