It's an old idea in DC that if you want to send a piece of sensitive information to the media and Congress, you might as well just send it to Congress and skip an unecessary step. We're only getting piecemeal reports because the staffers are the ones assigned to read it, then they report it back to their Senator. Every indication is that Flake/Manchin/Murkowski/Collins are actually sitting down and speedreading it while everyone else doesn't give a poo poo.

The cloture vote (vote to start debate) on Kavanaugh is about to pass, then it gets very interesting about the final vote. Manchin is being cagey, Collins is going to announce her vote at 3PM EST, Murkowski sure seems like she's waffling and Flake is Flake.

I still think Kavanaugh gets through, as I think Collins makes a pure political move. If she's worried about a primary in 2020 (she is), she votes yes. If she's worried about the general election in 2020 (gotta pass the primary first!), she votes no. But if you really want to spike the Kavanaugh nomination, you vote to vote (lol cloture), then you vote against him in the final vote. A failed cloture vote doesn't technically stop the nomination, it just continues debate longer.
