he is relatively politically prominent. he made hundreds of millions in donations to both political parties, and it wouldn't surprise me if it turns out he bribed some state-level officials as well as foreign ones (and american officials in general can usually be bought for hilariously cheap). that might be enough for some states to overlook a few felonies

no argument here, like i said i think most are either happy to leave the messy financial work to the feds, have larger fish to fry (thinking mostly of NYAG here, she'd definitely benefit from prosecuting him because she's been painting herself as a woman-of-the-people financial malfeasance crusader etc. but is busy with the ex-president), or just plain aren't interested for whatever reason. imo you're not wrong in saying there wouldn't be very much upside

it absolutely would not surprise me if part of that calculus was due to him bribing a few AGs though. i'm routinely amazed at just how little it costs to bribe american officials of any rank, and i'm sure at least a few had their eye on him before the feds did
