ethereum has always(?) had a difficulty bomb in its code, where on a certain date the hashing difficulty increases by like 1 million times or something
regular releases by the devs would bump that date back
the idea was that when they said "okay we're finally switching to proof of stake", miners saying "we're just not going to upgrade" wouldn't work because the PoW chain would automatically gently caress them over, they'd have to actually fork

e: pretty sure there was no vote involved, afaik ethereum has basically always been planning to become PoS
