They're both assholes. The cat owner being an rear end in a top hat just shines a light on the fact that demanding the pet owner follow through on the reward for finding a lost pet is essentially holding someone's animal for ransom. I think most people who post rewards for pets are more than half-expecting the person who finds it to go "Oh, don't worry about that reward. I'm just happy to help."
