I think it's low but he wasn't "worth" that money until last year so its an exchange to cash in and still bet on himself. Its both the Player Option and the fact that they didn't have to do the extension now.

To extend a player on their rookie contract you have to sign the extension before the start of the season, once in season they cannot be extended. So their choice was to either play it out with Kennard on an expiring deal or extend him now. They traded for him so they obviously like him somewhat already, not a surprise they would want to keep him. e: If they didn't make a deal then Kennard would've been a restricted free agent, so the Clippers wouldn't have lost him necessarily.
