I'll have to look into it again to see how the voting broke down, but Bernie should know that congress explicitly gave Bush and reconfirmed under Obama an authorization to declare war and use force anywhere in the world. Congress' "constitutional authority" doesn't mean poo poo if congress passes a law giving that authority to the president.

This is totally legal because congress passed a law giving the president this authority.
