Honestly Venezuela is a pretty terrible country to try to start with, even if you know what you're doing. Victoria 2 has a certain critical mass of pops you need to really get a country off the ground and if you don't have enough people you are going to struggle to do anything and just have to sit there and watch as your one infantry unit slowly dies of attrition because you don't even have enough soldier pops in any one place to sustain a single unit. If you're aiming to form Gran Columbia, Columbia is a much better start; it can pretty easily roll over both Venezuela and Ecuador at the same time and then it's essentially just about rushing the prestige techs to hit the requirement to take the decision.

There's a reason a lot of people suggest starting with Brazil, they have a high population and a lot of territory which is just a much easier base to build off of than a smaller country.

Seriously. Low-pop countries end up not able to support a single regiment. Also your economy will simply not work.
