That was a little different as Democrats were divided on who they were actually going to endorse and the party made it clear they would welcome Lieberman with open arms if he kept his seat. Passage of this bill was meant to be leverage for passing the other one in both houses. By passing this one they ensure that the other one doesn't have a chance. And maybe that just meant that if they really held the line, that neither bill would ever actually pass. Once again the CPC (no not that CPC, the bad, American CPC) has proven that while they will kick and post and scream, when all is said and done they will take whatever the leadership offers them.
