If COPA and the Chicago police chief disagree on a disciplinary measure for a Chicago police officer, one random Police Board member is chosen to see if it should advance to an evidentiary trial of the full Police Board. A Lightfoot appointee to the Police Board who is a former federal prosecutor decided it was unworthy of a full evidentiary hearing, so the disciplinary decision defaulted to the police chief. COPA and the Police Board are different bodies. A new Elected Oversight Board in addition to these boards was approved by the City Council last year, but so far there's been little movement by the mayor or city council to actually set it up. Is that all clear?
