Is the person aggressive because they were predisposed towards violence before playing video games? What is the age group of the people playing violent video games, and does it match the game rating? How accurate are the rating labels in context of the game's contents? We can ask similar questions about people who watch/read that kind of stuff. How many of them are pre-disposed towards content featuring child abuse/sexualization beforehand? Do they belong to an age group considered mature enough to handle the content maturely? Are there even labels or something for people to use so that they don't run into this stuff when they don't want to? But in the end, these are just drawings of sexualized/abused children, and not depictions of actual events. The only reason I would therefore consider lolicon to not be as morally negative as actual child abuse is that no real children were directly harmed for the content, as far as anyone knows. So while it's potentially damaging to the mindset of the individuals that consume that content, you can't really say it's any worse than people watching porn or doing drugs or drinking alcohol. It's certainly not a desirable subculture for a nation to be known for, so that in itself might be a reason to ban the stuff, but considering how many decades this has existed for, it doesn't seem like the nation of Japan as a whole really cares. So unless you can find a correlation between lolicon and actual child abuse, I say chalk it up to freedom of expression and and leave it alone, for now.
