It still exists it just ossifies into cults of beliefs like SA or Jezebel to try and rationalize what is really just a fractured ego and shattered sense of idealism. Even in the late 90s the internet was exploding but the lack of cheap, streaming video prevented a lot of people like Daria from really uploading their entire adolescence to YouTube and documenting everything visually so most of what was online was nerdy walls of text and lovely .gifs/flash animation.

pros: we have successfully trained them to always smile because it serves our mood and balances out our own sorrows

cons: it shows a great lack of self awareness and understanding beyond being able to smile everywhere at anytime.

Kind-of. They did start to show a lot more of the actual world outside of small-town suburban high school caricatures and heavily implied that Daria's place in it was going to be a lot smaller, more typical, and more maladjusted than she grew up believing, but they never really gave her a Peggy Hill-style dressing down which was sorely needed.
