Unless you intend to do a lot of invading and thus need your base prepared for invasion, you're far better off putting the actual good people in the combat team so that you can do harder missions and get better rewards.

I haven't been invaded once since I got my FOB 24 hours ago.

Anyway, Mission 40: I brought a tank and blew her the gently caress up like 20 times. Got Perfect Stealth, too.

Yeah, I just threw a bunch in so I could research the drones and cameras for the FOB. Then I'll put them back in the combat unit.

As long as your waiting room isn't full (it takes like hundreds of dudes) you aren't really doing anything bad although it does use a (negligible) amount of money to Fulton people. If you expand your base at least you'll have a bunch of people to fill those new empty slots, and E-ranks are still a vast improvement over nothing. No real reason not to but also by the time you've expanded your base you'll probably also have access to more plentiful high rank dudes in the field too, so don't feel like you have to Fulton every single guy at this point

Miller also rotates out low level people for better skilled people as you fulton them too so once your units are full then your waiting room will be full of the worst staff.

When selecting your box of choice from the weapon wheel thing, there should be an option that's "APPLY STICKER" or some poo poo.

Hide on the roof of the central building by running up the opposite sides stairs and pelt em with rockets/splash damage. If you have quiet, use her to put a dent in their health while resupplying. Use a shotgun as well. Doing this bugged them out and they kinda just kept lumbering around in the front of it/hurling boulders.

For the Extract Intel Operative side-op, if you already have Hideo are you supposed to get another? (I have him already from a GZ save)

I ask because my Mother Base was full and after extracting the target I got a notification that staff were dismissed and I'm wondering if it just cost me a unique soldier.

Things could be going better

Tapes not continuing past loading screens is why I sat playing Cook Serve Delicious rather than MGSV while all the tapes ran. They were all interesting, but I oddly miss codec calls. I am learning plot points now that I should have gotten ages ago but didn't because the tapes system is horrible

I actually like the tapes a lot better than the codec because I can keep playing the game while I listen to them. Codec calls were fun but after a while I just wanted to get back to the game.
