If you're going to raise the GST and then compensate those under x income why don't you just...... raise taxes on those earning over x income? Most likely as it will be easier to rip the compensation away later. Also the rational for the GST in the first place was that it was going to replace a bunch of other taxes, like stamp duty, and instead just became another area of revenue for the federal government to hold over the states.
