They were definitely trying to be deceptive.

Trump is going to spend basically nothing on this election cycle and probably raise close to a billion dollars, then when he loses he will take that money for himself and people who donated are going to feel rightly scammed. He is going to completely destroy any individual donation fundraising potential on the right forever.

Making voting an even more elite process would have the opposite effect you propose. The idea that the "stupids" are the reason our democracy doesn't work is the ideology of the people that are loving everything up right now.
