"CAN'T DO IT" It's likely a combination of poor storage/preservation practices, terrible video compression algorithms, particularly if they were uploaded to Youtube in the 00s (which back then had a max resolution of, like, 240p), and the 90s/00s being when NFL broadcasting started shifting over to the first generations of digital cameras which took several years to start seeing improvements in camera resolution. The big tell I use is looking at stuff like the scorebug, banners, and/or text. I clearly recall these elements being crisp back then -- if they're blurry then you can chalk the visual issues up to degradation/compression.

One thing with the '03 Superbowl is the footage was cleaned up immediately and released on DVD, so there's widely available reasonable quality footage to pull from which isn't true of most games / off field stuff from even the 2000's.

The NFL is constantly trying to take down unauthorized footage from video sites. So quite often some random video of NFL footage on a random account has been downloaded and uploaded half a dozen times and has started to look like poo poo over the years. Edit: you can generally find HD NFL content since the early 2000's, but you have to hunt.
