They are allowed to make bets on non-NFL games, the reason Jamo got suspended is he did it "in an NFL facility", which you're not allowed to do. At the time I heard rumors that this was actually Jamo making a bet across the street from the practice facility, while his phone was connected to the practice facility's wi-fi.
